(Richmond, Virginia), August 30, 1861. Printed broadside. Mounted to lined sheet (excised from a scrapbook); scattered soiling; newspaper clippings on verso. 10 x 8 1/8 in. (254 x 206 mm).

Scarce official act passed by the Confederate Congress, establishing a framework for southern slaveholders to keep track of their enslaved "property" lost or confiscated by the Union Army during the war.
This lot is located in Philadelphia.
