On September 19, 1796, George Washington announced that he would not seek a third term as president, thus establishing the precedent, later codified into law by the 22nd Amendment, that no president should serve more than two terms in office. This news was received with disbelief throughout the world, particularly in England, where the nation's oldest newspaper, The Northampton Mercury, was the first in the United Kingdom to announce Washington's decision.
