JOSEPH FOSTER (IV) (1841-1930) was the second child of Joseph Foster, III. He was educated at the Portsmouth Academy, and from 1857- 1862 worked as a clerk for Edward F. Sise, a dealer in coal, salt and crockery in Portsmouth. On October 3, 1862 Joseph entered the navy; attached to the Steamer "Augusta", Commander E. G Parrott, South Atlantic Blockading Squadron (1862-3); was present at the attack of the Rebel iron-clads on the blockading Squadron at Charleston. S. C, Jan. 31, 1863, and at Admiral Dupont's first attack on Charleston, April 7, 1863. Appointed acting assistant paymaster Oct. 19, 1863; attached to the Steamer "Acacia," South Atlantic Blockading Squadron (1863-5), which was stationed most of the time off Charleston, S. C. ; was ashore under fire of Battery Marshall, Sullivan's Island, Sept. 14, 1864, and captured the British blockade running Steamer "Julia," Dec. 23, 1864; was present at the fall of Charleston, Feb. 10, 1865, and at the re-raising of the United States flag on Fort Sumter, April 14, 1865; attached to the Steamer "Commodore McDonough," South Atlantic Blockading Squadron (1865), and the Steamer "Tallapoosa" Gulf Squadron (1865-6). While attached to the Steamer "Commodore McDonough" he saved his official books and papers & public money under his care, from the wreck of that vessel, which foundered at sea, Aug. 23, 1865, on the passage from Port Royal, S. C, to New York. He was commissioned as Past Assistant Paymaster in 1867, Paymaster in 1877, Pay Inspector in 1898, and Pay Director in 1901, serving as the General Storekeeper at the Portsmouth Navy Yard. His duties brought him to many areas of the country and world, including Asia and the Caribbean. Joseph married, Helen Dickey (1853-1904). The couple had four children, the first two born during Joseph’s service in China. After his first wife’s death in 1904, Joseph married Josephine Hunt in 1906 in London. Joseph died May 17, 1930 in Portsmouth.
