The city built water works that began service in early 1874 by pumping water using steam power into two standpipes. The report covers every detail of the water services including a list of fire hydrants. The Watuppa Ponds are two large, naturally occurring, spring-fed, glacially formed ponds located in Fall River and Westport, Massachusetts. Watuppa is a native word meaning "place of boats". Together, the ponds have an overall north-south length of about 7.5 miles and have an average east-west width of about a mile. The ponds are drained by the Quequechan River, and flows in a westerly direction to Mount Hope Bay. The North Watuppa Pond has been used as the City of Fall River's primary drinking water supply since 1873, when the Fall River Waterworks was built on its western shore, at the end of Bedford Street."

DEXTER BRACKETT (1851-1915) was an American engineer & noted hydrologist with the Metropolitan (Boston) Water Board which in the late 19th century brought "city" water service to Boston & Fall River areas of southern Massachusetts. He ran the Boston distribution system as Chief Engineer of the Water Board, was an early expert on water pipes, & led the development of the first cast iron water pipe specifications. Brackett was also an expert on water waste & its treatment. One of the Boston’s Sudbury system reservoirs bears his name. The longest running and most prestigious award is named—-the Dexter Brackett Memorial Medal, 1st issued in 1917—-in his honor. Dexter Brackett, the superintendent of Boston’s distribution system, a "salt of the earth" waterworks man who worked hard on necessary advances like control of water waste and standard pipe specifications. These things were less glamorous than water treatment technology advances and scientific issues but they were desperately needed by early water system managers. His drive and attention to detail exemplified the association’s roots in being helpful to the system operators.
