March 14, 1856-Dated, Black History related Debate on Slavery titled, "Affairs in Kansas Territory," A Speech by the Honorable Lyman Trumbull of Illinios, Very Fine.
The full title reads: "Affairs in Kansas Territory: Speech of Hon. Lyman Trumbull, of Illinois, delivered in the Senate of the United States, March 14, 1856, on the motion to print thirty-one thousand extra copies of the Reports of the Majority and Minority of the Committee on Territories, in Reference to Affairs in Kansas, printed in Washington by Buell & Blanchard, 1856." *Note the printer: Buell & Blanchard was the shop favored by the Anti-Slavery and emerging Republican side (they printed much Free-Soil material), just as the Congressional Globe Office turned out Geyer's. Copies are held and digitized at HathiTrust and elsewhere, so like the Geyer it's an obtainable but historically weighty Bleeding Kansas imprint.
Trumbull's later career, which gives the piece its long arc: as Chairman of the Senate Judiciary Committee he was the principal author of the Thirteenth Amendment Abolishing Slavery and of the Civil Rights Act of 1866, the first federal statute defining American citizenship regardless of race.
This historic Imprint with16-pages of a pssionate Speech delivered in the United States Senate measuring 9" x 5.75", disbound, its pages are partially separated and a bit aged around the edges. This Speech on the motion to print Thirty-One Thousand "Extra" copies of the Reports of the Majority and Minority of the Committee on Territories, in reference to the Slavery Issue and other political Affairs in Kansas. An important Black History related debate on Slavery in the American West.
The formal question before the Senate was itself about printing: whether to run off 31,000 extra copies of the dueling Kansas reports. Douglas's majority report of March 12, which blamed the troubles on the New England Emigrant Aid Company, and Collamer's Anti-Nebraska minority report, which blamed the Missouri invasions.
Speech-printing motions were the standard peg on which senators hung full-dress orations, because everyone understood the real battlefield was the mails: these debates were fought pamphlet against pamphlet, franked by the hundred thousand into the country ahead of the 1856 election. This document is an artifact of precisely that machinery, a printed speech, delivered on a motion about printing, produced for franked distribution.
Beyond the subject matter, whether Kansas would be Slave or Free, there's Trumbull's later career, which gives the piece its long arc: as Chairman of the Senate Judiciary Committee he was the principal author of the Thirteenth Amendment Abolishing Slavery and of the Civil Rights Act of 1866, the first federal statute defining American citizenship regardless of race.
A speech pamphlet from the man who would draft the abolition amendment, arguing the free-soil case in Kansas nine years earlier, is a legitimately significant Black-history document, not just catalog puffery.
