On March 31, 1826, President John Quincy Adams sent an executive message to Congress designated as House Document No. 145 (19th Congress, 1st Session), titled "Commercial Relations with Colombia". The message was transmitted to the House of Representatives to establish formal trade agreements following the General Convention of Peace, Amity, Navigation, and Commerce signed between the United States and the Republic of Colombia (Gran Colombia). The Purpose: President Adams submitted correspondence from the American Envoy Extraordinary and Minister Plenipotentiary in Bogotá, detailing local decrees and customs regulations. The Commercial Issue: The document addresses reciprocal shipping duties, ensuring that American merchant vessels received the same favorable tariff rates in Colombian ports as domestic or favored European nations.
